
WASHINGTON, Pa. — A Rices Landing woman has been charged in the death of Thomas Ringer earlier this year. Star Dawn Lowery-Rutan, 43, is being held in the Washington County Jail without bond on charges of homicide, arson, tampering with evidence and abuse of a corpse. Ringer, who was 40-years-old at the time of his death, was discovered in a car fire in East Finley Township back on May 16th. State Police arrested three people on Bayard Avenue this week, which is the same street that Lowery-Rutan lived on in Rices Landing, but officials did not release the names of people involved in that standoff or if that incident is related. Lowery-Rutan’s case is sealed as the investigation continues according to the Washington County District Attorney’s Office. A preliminary hearing on this case is set for December 23rd.
