SEOUL, South Korea (AP) — South Korea says North Korea has fired a ballistic missile toward the sea but the launch likely failed. South Korea’s Joint Chiefs of Staff says the launch was made from North Korea’s capital region on Wednesday night. It came a day after North Korea launched a spy satellite and claimed to have put it into orbit. South Korea says it has decided to partially suspend an inter-Korean agreement and restart front-line aerial surveillance of North Korea. U.N. Security Council resolutions prohibit any satellite liftoffs by North Korea, viewing them as covers for testing its long-range missile technology.

LONDON (AP) — Queen Elizabeth II tested positive for COVID-19 on Sunday and is experiencing mild, cold-like symptoms, Buckingham Palace said, adding that the 95-year-old monarch would carry on working. The palace said the queen would continue with “light” duties at Windsor Castle over the coming week. People in the U.K. who test positive for COVID-19 are required to self-isolate for at least five days, though the British government says it plans to lift that requirement for England in the coming week. The queen has received three doses of coronavirus vaccine. Both her eldest son Prince Charles, 73, and 74-year-old daughter-in-law Camilla, Duchess of Cornwall have also recently contracted COVID-19. Charles has since returned to work.

NEW YORK (AP) – U.S. stocks burst to their best day in three weeks Friday, helping Wall Street to return to record heights and avoid what could have been a second straight weekly loss. The S&P 500 added 1.7%, and both it and the Dow set all-time highs. Some of the biggest gains came from companies whose profits are likely to jump the most if COVID-19 vaccinations and massive spending by the U.S. government juice the economy as much as economists expect. Banks got a boost from some loosening of regulatory restrictions by the Federal Reserve and a continued rise in bond yields. Crude oil jumped and helped lift energy stocks.

HARRISBURG, Pa. (AP) – Some county and state officials are warning that a flood of mail-in ballots in Pennsylvania will create problems in Tuesday’s primary election that must be fixed before November’s presidential election. For one, they are warning that there will be no way to produce timely election results in November unless the law changes. Even in Tuesday’s relatively low turnout primary election, election-night results might be unlikely in closely contested races. Of more immediate concern is the question of whether voters can mail their ballots back to county election offices in time to be counted in Tuesday’s primary election.

PITTSBURGH – (WPXI) – One woman is dead and another is injured after a double stabbing on Thursday at a bus stop in downtown Pittsburgh. Around 11:30 a.m., an officer approached a woman who appeared to be sleeping at the bus shelter outside Burlington Coat Factory on Sixth Avenue. “It looked like he was helping her. Then the man came around on the same street and stabbed her in the neck,” Kimberly Andrews, a witness who happened to be walking by, said. After that, the man went after another woman who was walking by, authorities said. Police believe the second woman was wearing a hijab; however, they said the attack does not appear to have been racially or religiously motivated. “It seems by all accounts a random act of violence. Thankfully, we had an officer that was on-scene when the incident happened who took appropriate action,” Pittsburgh Police Major Crimes Commander Victor Joseph said. Pittsburgh police have charged James Wyatt, 23, of McKeesport, (pictured) with criminal homicide and aggravated assault. He is in the Allegheny County Jail. The woman who had been talking to the officer before she was stabbed in the neck died at the hospital, police said. The Allegheny County Medical Examiner’s Office identified the woman as Janice Purdue-Dance, 61, of Erie. The second woman is still being treated.

A Carnegie man has waived a preliminary hearing and will go to trial following a SWAT situation in Monongahela. The arrest stems from an August 15th incident that started as a stolen vehicle. Police tried to arrest 20 year old Emmannuel Houghton at multiple scenes in the area throughout the day for allegedly stealing a car, but according to the complaint, Houghton fired at police officers when they attempted to pull him over. Following a chase in which Houghton got away, they caught up with him again at an apartment building in Monongahela and a SWAT situation ensued. After several hours, police cleared the building, only to have Houghten resurface on the street a short time later; holding 2 guns, covered in dirt and asking a woman if she had a vape. She alerted police and SWAT returned to the apartment building. After several more hours, SWAT entered the building and took Hougton into custody without incident around 7:30p. Police believe when they cleared the scene the first time he was hiding in an attic. Houghton is charged with attempted criminal homicide, attempted aggravated assault, receiving stolen property, theft of firearms, theft of a vehicle, criminal trespassing, fleeing or attempting to elude a police officer and firearms charges. KYIV, Ukraine (AP) — Russia extended military drills near Ukraine’s northern borders Sunday amid increased fears that two days of sustained shelling along the contact line between soldiers and Russa-backed separatists in eastern Ukraine could spark an invasion. The exercises, originally set to end Sunday, brought a sizable contingent of Russian forces to neighboring Belarus, which borders Ukraine to the north. The presence of the Russian troops raised concern that they could be used to sweep down on the Ukrainian capital, Kyiv. The announcement came from the defense minister of Belarus, who said the two countries would “continue testing the response forces.” Western leaders warned that Russia was poised to attack its neighbor, which is surrounded on three sides by about 150,000 Russian soldiers, warplanes and equipment. Russia held nuclear drills Saturday as well as the conventional exercises in Belarus, and has ongoing naval drills off the coast in the Black Sea. The United States and many European countries have alleged for months that Russia is trying to create pretexts to invade. They have threatened massive, immediate sanctions if it does.
