PARIS (AP) — More than 20 European heads of state and government and other Western officials are gathering in a show of unity for Ukraine, signaling to Russia that their support for Kyiv isn’t wavering as the full-scale invasion grinds into a third year. French President Emmanuel Macron is hosting the conference on Monday in Paris. He said he wants to discuss strengthening aid for Kyiv and ways to “give credibility to the fact that Russia cannot win in Ukraine.” A top French official said the conference isn’t aimed at making new commitments in terms of weapon deliveries and financial assistance but rather at better coordinating support and ensuring that aid promises are kept.

WASHINGTON COUNTY, Pa. — (WPXI)-Police are looking for a woman who they say abandoned her emaciated dogs. Police arrested Kimbre Hatcher on Sunday after she was caught squatting inside a home in West Middletown Township with her two dogs. Investigators say Hatcher refused to surrender her animals but insisted they had food and water. After her release from jail several days later, she disappeared, abandoning the dogs which police say were starving. A neighbor who recently bought the home in an auction called police to check on the dogs which he didn’t know were living there before Sunday. The PA Humane officer who runs C.R.I.C.A.A.T, a non-profit animal rescue group, rescued both dogs. She entered the home with state police officers who said the two dogs were very emaciated, malnourished and dehydrated, with no food or water available. According to the criminal complaint, the dogs were found consuming plastic bottles in an attempt to eat. Neighbors who witnessed the rescue praised C.R.I.C.A.A.T, thanking the officer for her volunteer work and taking in the dogs. State police have a warrant out for Hatcher’s arrest. She’s facing multiple felony animal cruelty charges, including torture.

WASHINGTON (AP) — The United States and the European Union are heaping hundreds of new sanctions on Russia on the eve of the second anniversary of its invasion of Ukraine and in retaliation for the death of Kremlin critic Alexei Navalny. President Joe Biden says the U.S. is going to “continue to ensure that Putin pays a price for his aggression abroad and repression at home.” But while previous sanctions have increased costs for Russia’s ability to fight in Ukraine, they appear to have done little so far to deter Putin and it’s unclear that the latest big round will significantly alter that.

CAPE CANAVERAL, Fla. (AP) — A U.S. company says its moon lander is on its side near the lunar south pole. Intuitive Machines initially believed its spacecraft was upright when it landed Thursday. But officials said Friday it almost certainly tipped over on its side, covering up some antennas and hampering communications. Intuitive Machines is the first private business to pull off a moon landing, a feat previously achieved by only five countries. And it’s the first U.S. moon landing in more than 50 years.

ROCK HILL, S.C. (AP) — Former President Donald Trump says he would “strongly support the availability” of in vitro fertilization for couples and women who are trying to have a baby. And he’s calling on lawmakers in Alabama “to act quickly to find an immediate solution to preserve the availability of IVF” in the state. The comments come after a ruling by the all-Republican Alabama Supreme Court that frozen embryos can be considered children under state law. Since then, several clinics in the state have announced pauses on IVF services. Nikki Haley steered clear of the IVF discussion as she campaigned before Saturday’s Republican presidential primary in South Carolina.

MONTGOMERY, Ala. (AP) — Alabama lawmakers have begun scrambling for ways to protect in vitro fertilization services after a state Supreme Court ruling that frozen embryos could be considered children under state law. Three providers paused services in the wake of the ruling. Separate proposals were being prepared in the House and Senate that would seek to prevent a fertilized egg from being recognized as a human life or an unborn child until it is implanted in a woman’s uterus. Alabama Gov. Kay Ivey said the state wants to foster a culture of life and said that includes “couples hoping and praying to be parents who utilize IVF.”

MOUNT LEBANON, Pa. — (WPXI)-In an update, Mt. Lebanon Police say they have located a missing woman. Police in Mount Lebanon were searching for a missing woman. Antonia Ilieva had been missing from her home along Ridgefield Avenue since around 4 p.m. Friday. Ilieva is 5 feet, 9 inches tall and weighs 150 pounds. She has short, white hair. Ilieva speaks Russian/Bulgarian and broken English. She is known to frequent Rite Aid on Banksville Road. Police said she does not typically go far from her home. Anyone with information on her whereabouts is asked to call Allegheny County dispatchers at 412-473-3056.

A Peters Township man faced his preliminary hearing Friday for a stabbing that occured in January in Cecil Township. According to the criminal complaint, Christopher Cavanagh, 40 is accused of stabbing a man in the back seat of an Uber after the two got into an argument. When police arrived to the 40 block of Georgetown Road, they found the victim, Ryan Henning with stab wounds on his chest. He was transported to UPMC Mercy Hospital for treatment. Cavanagh had his charges held for court without a hearing. He is facing attempted homicide and aggravated assault felonies along with a simple assault charge. He is free on bond, his arraignment is pending.

(WPXI) – The Charleroi Area School District announced a “serious incident” happened on social media Thursday. The school district said a threatening message was sent on Snapchat at around 5 p.m. that targeted a student at the middle school. The student’s parent informed the school early Friday morning. The school then involved the school resources officer, administrators and threat assessment team. The district said the student who made the threat doesn’t attend Charleroi and has been identified. They’re taking action in accordance to school policies and legal guidelines. The district also encouraged the community to discuss using social media responsibly with students. Counseling services are available to those affected by the incident.

The mother of a Trinity High School student has been charged with aggravated assault and resisting arrest after an incident at the school Thursday. According to the criminal complaint, Kimberly Kingan, who is also known as Kimberly Goodson, was called to the school for a conference after her daughter told the school nurse that she had recorded several faculty members without their knowledge or consent and forwarded it to another student. Trinity police then met with Kingan and her daughter in a conference room and informed them that they would be confiscating the phone as part of their investigation. Police, however, say the student put the phone between her legs and refused to turn it over for some thirty minutes. Police then requested a female officer from the Washington Police Department who arrived and when she tried the get the phone says the mother grabbed the phone and bit the officer on the arm. Police say Kingan then resisted when they arrested her.
