SEOUL, South Korea (AP) – Speculation about North Korea’s food insecurity has flared as its top leaders prepare to discuss the “very important and urgent task” of formulating a correct agricultural policy. Unconfirmed reports say an unspecified number of North Koreans have been dying of hunger. But experts say there is no sign of mass deaths or famine. The upcoming Workers’ Party meeting is likely intended to shore up domestic support for North Korean leader Kim Jong Un as he pushes ahead with his nuclear weapons program. It is difficult to know the exact situation in the North, which kept its borders virtually closed during the pandemic.

Harrisburg, PA- Agriculture Secretary Russell Redding announced Friday that six counties have been added to Pennsylvania’s spotted lanternfly quarantine zone ahead of the 2023 spring hatch. With this addition, the quarantine for this invasive pest now includes 51 counties. Spotted lanternflies have not been found throughout the entirety of each of the new six counties, but rather in only a few municipalities. Butler, Clearfield, Clinton, Fayette, Lawrence and Somerset have been added to the quarantine for 2023. Businesses that operate in or travel through quarantined counties are required to obtain a spotted lanternfly permit. Homeowners with questions about treatment may contact their local Penn State Extension office or their website https://extension.psu.edu/spotted-lanternfly.

KYIV, Ukraine (AP) – Ukraine’s leader is pledging to push for victory in 2023 as he and other Ukrainians marked the somber anniversary of the Russian invasion that upended their lives and Europe’s security. President Volodymyr Zelenskyy said Feb. 24, 2022 was Ukraine’s “longest day” but the country’s dogged resistance a year on has proven that “every tomorrow is worth fighting for.” On a day of commemorations, reflection and tears, the Ukrainian president’s defiant tone captured the national mood of sorrow and resilience in the face of Europe’s biggest and deadliest war since World War II. Although China on Friday called for a cease-fire, peace was nowhere in sight.

WASHINGTON (AP) – The Biden administration is moving to require patients see a doctor in person before getting drugs to treat attention deficit disorders or addictive painkillers, toughening access amid a deepening opioid crisis. The proposal is likely to overhaul the way millions of Americans get their prescriptions after relying on doctor’s appointments by computer or phone during the pandemic. Doctors will no longer be able to use telehealth to prescribe drugs that the federal government says have the the most potential to be abused – Vicodin, OxyContin, Adderall and Ritalin, for example. The Drug Enforcement Administration will also clamp down on how other, less addictive drugs can be prescribed over virtual and phone visits.

The president has long said it’s his intention to seek reelection, but he has yet to make it official, keeping the political world in suspense. President Biden was asked about his wife’s comments just hours later in an interview with ABC News. He laughed and said, “God love her” and added that he had “other things to finish” before getting into a “full-blown campaign.”

PITTSBURGH-(WPXI)-A woman is dead after police said she fired shots at officers in Pittsburgh’s St. Clair neighborhood on Friday. According our news partner WPXI and Allegheny County police, Pittsburgh police were first called to the scene for reports of a suspicious person. A woman inside an abandoned home began shooting at officers. When she came out of the house with a raised pistol, she was shot and killed by police. The woman has been identified by the Allegheny County Medical Examiner’s office as Adrienne Arrington, 39. “It was just like ‘pop, pop, pop, pop, pop,’” one woman said. She had been talking to her friend in Pittsburgh’s St. Clair neighborhood around 3:30 p.m. when the incident unfolded. “I called a friend of mine to see what was going on, if he knew. They said that a woman was shooting at police. I then heard five shots and I heard a lady scream,” she said. The incident drew dozens of police including SWAT officers. They stayed on scene for several hours. Maurice Trent is the Pastor at Lighthouse Cathedral. HARRISBURG, Pa. (AP) – Two pieces of legislation that would temporarily waive time limits so victims can sue over otherwise outdated child sexual abuse claims have the approval of the Pennsylvania House of Representatives. The votes Friday amounted to a do-over that was required because state officials bungled the required advertising of a previous version two years ago. The chamber voted 161-to-40 to send the Senate a constitutional amendment. If senators go along with it, the amendment could go before voters for final approval as soon as November. Separately, they also voted 134-to-67 to make the change as regular legislation. That means it would take effect immediately if passed by the Senate and signed by the governor.

LOS ANGELES (AP) – A coast-to-coast storm that paralyzed roads and blacked out nearly 1 million homes and businesses is set to pound California, sparking warnings about floods and blizzards. The National Weather Service says the storm could dump as much as 5 feet of snow in some Southern California mountains, which could bring whiteouts and an increased risk of avalanches. Rare blizzard warnings are in place. Further north, portions of Interstate 80 in California and Wyoming already have been closed because of impassable conditions, including a 70-mile stretch over the Sierra Nevada. Snow, ice and freezing rain also are expected to keep hitting areas of the Plain states and northern areas, including New England.
