HARRISBURG, Pa. (AP) – Pennsylvania Governor Tom Wolf on Wednesday, proposed a sweeping new plan to dramatically boost funding for public schools to be supported by an increase in the state’s personal income tax. The Democratic governor, in a taped message, asked the Republican-controlled Legislature for what could approach $2 billion for public schools. The personal income tax increase would take the rate to 4.49% from 3.07%, but increase the exemption for the lowest earners. Republicans say the governor’s plan would raise about $7 billion over a full year, or 50% more. Wolf’s office said it would raise $4 billion, or about 25% more.
